ISLAMABAD — The distribution of laptops under the Prime Minister’s Youth Laptop Scheme 4.0, which was expected to begin, has been postponed. The decision comes as the government prioritizes flood relief operations in parts of the country.
Sources from the Prime Minister Youth Programme (PMYP) have confirmed the delay. The event, initially scheduled for July 2025, has been put on hold to accommodate ongoing relief efforts in flood-affected regions including Khyber Pakhtunkhwa (KPK), Gilgit-Baltistan (GB), and Azad Jammu and Kashmir (AJK).
The news was first reported by Profit by Pakistan Today on August 29, 2025, stating the distribution of 100,000 laptops was delayed as relief efforts continue.
A revised date for the distribution ceremonies will be announced once the situation in the affected areas stabilizes and university operations return to normal.

Background and Application Process
The scheme, an initiative of the Higher Education Commission (HEC) under the Prime Minister’s Youth Programme, aims to provide modern technology to deserving students across Pakistan.
The application process for the latest phase has been completed.
The eligibility for the scheme is based on a transparent merit system. Students had to meet specific criteria to be considered:
- A Pakistani national with a valid CNIC or B-Form.
- Enrolled as a full-time student in a public sector or a selected chartered private university.
- Studying in a BS, MS, MPhil, or PhD program.
- Achieved at least a 60% score or 2.5 GPA in the last examination.
The application submission, managed through the HEC official portal, has now been closed. Universities are currently involved in the verification process for shortlisted students. Students are advised to keep their CNIC and academic records updated with their respective universities. The official merit lists are being published on university and HEC websites.
Pakistan Television (PTV) reported on July 8, 2025, that the central inauguration ceremony of the scheme’s Phase 4 was scheduled to be held on July 25 at the Jinnah Convention Centre in Islamabad. PTV quoted Rana Mashhood stating that while the main event would take place on July 25, “additional regional ceremonies will follow, with dates to be announced soon.”The government’s focus remains on supporting the youth and promoting digital literacy. The postponement is a temporary measure to ensure resources are channeled towards the most urgent needs of the country during this natural disaster.
